FILE - In this photo taken from video released by the Telegram channel of Bryansk Gov. Alexander Bogomaz on Friday, Jan. 19, 2024, oil tanks are seen on fire after the drone attack in Klintsy, a city in Russia’s Bryansk region, about 60 kilometers (40 miles) from the Russia-Ukrainian border. Such attacks are dealing a heavy blow to President Vladimir Putin’s attempts to reassure Russians that life in the country is largely untouched by the nearly 2-year-old conflict. (Bryansk Gov.
